The Commission has been proactive in its discussions with the consortium of LCOR Inc. and SNC-Lavalin regarding the drafting of a Memorandum of Agreement (MOA) for the financing and development of Abraham Lincoln National Airport. The MOA will broadly define the mutual obligations of the Commission and the developer with respect to the future steps that both parties will take as the project moves forward. Principal business terms and a timeframe for advancement of the project will also be outlined in the MOA.

The MOA will be followed by the negotiation of a Master Development Agreement (MDA). The MDA will translate the shared principles of each party into a formally binding set of obligations that will commit each party to specific steps that will implement the financial structure and development program of the project.
